The Business Consultant Level 3 role, within the Province of New Brunswick, requires an experienced Learning & Development (L&D) Specialist to design and deliver the organizational learning strategy for the Oracle HCM Cloud implementation. The specialist will collaborate with functional, technical, and business teams to champion user adoption through targeted training initiatives, stakeholder engagement, and the development of high-quality training content. This is a hands-on role focused on guiding the workforce through technology and process changes.

Responsibilities:
- Lead the development and execution of the Learning and Enablement Strategy for the Oracle HCM Cloud implementation.
- Prepare a training plan leveraging the change impact analysis and collaborate with business subject matter experts to understand the competencies and gaps across user groups.
- Design, develop, and deliver engaging training content and materials including eLearning modules, job aids, user guides, instructor-led training, and quick reference tools.
- Implement a super user program to build internal capacity for sustained support post-go live.
- Align training initiatives with organizational change management (OCM) strategies, ensuring messaging and learning are consistent.
- Partner closely with the project management team to assess change readiness, define stakeholder impacts, and implement strategies to drive user adoption.
- Use change management strategy to support individual and organizational transitions.
- Manage and maintain training content repositories and ensure content is updated in alignment with future system enhancements.
- Establish success metrics and evaluate training effectiveness through surveys, feedback, adoption tracking, and continuous improvement efforts.
- Collaborate with the project management team to integrate training timelines with testing, data migration, and go-live activities.
- Provide regular status updates and reports to the project management team.
