For more information, go to: Division of Reclamation, Mining & Safety: The Division of Reclamation, Mining, and Safety consists of four programs: the Coal Regulatory program, the Minerals Regulatory program, the Inactive Mine Reclamation program, and Mine Safety and Training program. The division is committed to balance the need for mineral resource production with protection of the public, environment and Colorado's natural resources. The mission of DRMS is to protect the public, miners and the environment during current mining operations, restore abandoned mines, and to ensure that all mined land is reclaimed to beneficial use. Financial and Administrative Services Section: The financial and administrative services section provides organizational planning, budgeting, fiscal management/auditing, legislative information, purchasing duties, customer relations and administrative support to the four programs within the Division, consisting of more than 65 employees and two boards (Mined Land Reclamation Board and the Coal Mine Board of Examiners) appointed by the Governor. The budget for the division is over $17.9 million, comprised of cash and federal funds. Staff in this unit interact with the Governor's Office of State Planning and Budgeting, General Assembly staff, Joint Budget Committee staff and Legislative Council staff, as well as other state agencies, and DNR EDO Accounting and Procurement.

Description of Job

This position manages and serves the department for all accounting matters that pertain to financial warranties, expenses, revenue collections, payroll labor distribution coding, revenue monitoring, and diagnostic reports. The position will provide direction and recommendations in compliance with State Fiscal Rules, State Fiscal Procedures, GASBs and OMB Super Circular to department management and fiscal staff on complex accounting issues. This position works as a team member in the financial and administrative services team, providing the Division with professional accounting to ensure fiscal accountability for all funding sources (federal grants and state cash funds). Specific duties include:
  • Serves as team lead for revenue collection, deposits, and reconciliation: Reconciles receipts for all permit related revenue between CORE (the state's accounting system), Treasury credit sheets, the division-wide database, and any other financial systems. Provides revenue-related training and problem solving. Creates any JVs as needed to correct accounting entries in CORE.
  • Accounts Payable Processing: Issues disbursements by creating INs, GAX,RE, and other payment transactions with invoices and attachments in CORE, determines and assigns program and coding for payments, communicates with vendors, ensures vendors are in the state accounting system (gather tax ID information). This duty includes providing guidance on what are allowable costs from government funds per the state's fiscal rules, department policies, price agreements, to help prevent managers and employees from undertaking unauthorized purchases.
  • Monitors diagnostic reports, performs research, and initiates journal entries (JV's) to correct coding errors, account balances, and to transfer revenue and expenses across programs. Monitors funding accounts using CORE reports to determine when JVs are required and performs JV entries. Works with financial team members to enter JVs and other transactions for year-end close and open.
  • Tracks, records and reconciles financial warranties (bonds for reclamation of mining operations) including but not limited to decision making of applying appropriate guidelines for monthly journal entries related to GASB 84 and other GASBs. Provides recommendations to Division Leadership for policy and process improvements of all aspects of warranty management. Implements policy and process improvements, creates documentation and instructions.
  • Ensures policies and procedures are followed. Ensures bond tracking and recording procedures meet GASB requirements. Enters transactions in CORE for compliance with GASB rules.
  • Assists with the Department's Pcard, procurement, and other financial processes.
This position, as a member of the financial services team, will also learn, perform and assist with a variety of financial and administrative tasks that may not be specifically detailed in the listing of job duties.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications : Six (6) years of professional* accounting experience. -OR - Bachelor's degree from an accredited college or university in accounting or business administration. AND Two (2) years of professional* accounting experience
  • The distinction between technical accounting and professional accounting is that technical accounting is more transaction-oriented and consists of processing, recording, classifying, verifying, reporting, and applying established, standard guidelines. Professional accounting, on the other hand, consists of evaluating theories, concepts, and principles, evaluating objectives of substitute standards, performing risk assessments, and an understanding of the full-scope of the process including the structure and controls of the process. The interpretation of possession of qualifications will be applied consistently throughout the review of applications.
