Job Description and Duties

Under the general direction of the Deputy Director for the Waste Permitting, Compliance and Mitigation Division, the incumbent plans, organizes, and directs the activities and operations of the Permitting and Assistance Branch. The incumbent develops and implements statewide policies and programs related to the State’s legislatively mandated regulation of solid waste management facilities, including permitting and inspection of landfills and of waste tire management facilities; develops and implements statewide policies and programs related to administering the LEA training program; and advises the Deputy Director on the development and implementation of departmental policies regarding issues, programs, and priorities affecting CalRecycle line divisions. The Branch Chief also ensures that the Branch effectively participates in interdivisional and Department working groups as needed in achieving program objectives, implementing Strategic Directives, and other high-priority initiatives.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.

1. Demonstrated experience in a leadership role with programs that implement laws and regulations.

2. Demonstrated leadership experience in policy and process development and management, as well as planning, organizing, and directing staff in providing highly effective and successful programs. In this context, effective policy and process development and management includes both long-term program policy and process planning and execution as well as modifying program policy, process, and related operations warranted by situational and circumstantial changes.

3. Demonstrated ability to lead the development and delivery of tools, guidance, and training programs that are designed to support organizational goals and objectives.

4. Demonstrated ability to establish and lead productive working relationships with staff, coordinate with and respond to executive leadership, partner agencies, other state, federal, tribal, and local government entities, as well as private sector companies, to achieve departmental goals and objectives and complete projects that are timely, within budget, and consistent with public health, safety, and environmental objectives and requirements.

5. Knowledge of the civil service system, employee/employer relations, employee development, the grievance process, and Equal Employment Opportunity programs.

6. Experience with public engagement in sensitive settings and situations, and working collaboratively with stakeholders and the public, in explaining program delivery, objectives, and expectations.
